haggle は、”値段や条件などで合意に達するために argue する”英単語。
大抵は買物の値段について、納得のいく値段になるように議論する…ってことで、
要するに 値切ります。　（higgle も同じ。）

He has been haggling with the street vendor for 2 hours.
「彼は２時間も露天商と値切り交渉しています。」
： haggle with ...　（〜と値段交渉する、言い争う）

We haggled over the price of the car with the dealer.
「私たちはその車の値段についてディーラーに掛けあった。」
：　haggle over/about ...　（〜について値段交渉する、言い争う）

値段以外でも
値段だけでなく、納得できる条件や詳細などを求めて議論する場合も。
They are still haggling over the terms of the contract.
「彼らはまだ契約の条件について言い争っている。」

”値段についてかけ合う”意味の類義語は他に、bargain， dicker など。
合意するために”交渉する，協議する”意味では negotiate が一般的。
